14 and no puberty changes yet?

i am almost 15 and i have NO puberty changes. no breasts, no armpit hair, no pubic hair, i shave my legs but i dont need to, no discharge.is there something wronngg?? shoyuld i see a doctor?? and i obv dont have my period
