Why wont this guy just come out, can I help him?

there is this guy and we are close-ish and its obv he is gay (i think) and im really into him i think he is into me (I mean in first year he tried to do me though i think he was just excited) an I dont know why he wont come out he is comfortable around gays he has gay family members and yet he denies it. I know he is at least bi he, he gives off the signals and when I try return them he either pulls away, or doesnt get what im hinting
